The black russia rules (in Russian «Общие правила серверов»; players search "black russia правила") are one rulebook for all 92 Russian-language servers, published on the official forum and mirrored in the official knowledge base. Every rule ends with its punishment, from a Mute or Jail up to a PermBan with a full account reset. Most early bans come from DM, DB, NonRP driving and chat rules, so read those first.
This page is based on the forum thread «Общие правила серверов» (thread 312571, created 2021-04-02, last edited 2026-09-11), the faction and complaint rules, the RED server's legal codes and the official knowledge base, all checked on 2026-10-21. Rules get edited, and legal codes differ by server.

Where the official rules are published
On the forum, the "Игровые сервера" block starts with the category «Правила серверов». It has four boards: «Общие правила серверов» (general rules, plus threads such as «Правила и обязанности администрации» and «Правила и обязанности агентов поддержки»), «Правила для государственных организаций» (state factions, including the department radio rules for /d), «Правила для криминальных организаций» (gangs, business wars, robberies) and «Правила подачи жалоб» (complaints and appeals). The punishment ladder
The «Терминология» block defines every sanction:

A Warn hits harder than it looks: you are automatically dismissed from your faction and cannot join any faction for 10 days, and the warning stays afterwards. Three warns automatically block the account for 10 days. The official donate page (checked 2026-10-21) sells «Снятие предупреждения», removing one warning for 100 BC; see /guides/donate.

DM is allowed in conflicts between players, on criminal-organization territory, in agreed duels and in a DM zone (for example the 24/7 shop at the entrance to Арзамас), but you still may not hit uninvolved passers-by. An FPS counter and a changed chat font are not punished. For the abbreviations see /guides/rp-terms.

Faction rules: state and criminal organizations
State faction members must also follow «Общие правила для государственных организаций» (edited 2026-09-11): faction vehicles for personal use, Jail 30 (1.08); security forces damaging players without an IC reason on their own territory, Jail 90 (1.11); uniform in the casino, at the auction or at family activities, Jail 30 (1.13). Rule 1.05 obliges state employees to follow the УК, КоАП and charters published in their server's forum section.
The criminal rules (edited 2026-04-03) ban provoking state employees (Jail 30), damaging players on ОПГ territory without a reason (Jail 60) and gang shootouts in crowded places (Jail 60). Joining requirements are on /factions.
Can you kill colleagues from your organization? Not without an IC reason. That is TK under rule 2.15: Jail 60, or a Warn for two or more kills.
Can you return to the place of death? The general rules have no item about it. The only official rule we found is 2.01 of «Правила войны за бизнес»: returning to the business-war (бизвар) area after death is Jail 30.

КоАП and УК: the in-game legal codes
КоАП (Кодекс об административных правонарушениях, administrative code) and УК (Уголовный кодекс, criminal code) are RP codes, not real law: police, ГИБДД and other state factions use them to fine, arrest or put players on the wanted list. Each server publishes its own copy. On RED copies are pinned in both the УМВД and ГИБДД boards (posted 2024-03-19):
- RED КоАП, 9 articles with fines. Article 1, a traffic violation that damages vehicles: 30,000 rubles and licence seizure. Article 2, parking on a sidewalk or lawn: 10,000 rubles.
- RED УК, 20 articles with prison terms. Article 9, carrying a firearm without a licence: 2 years. Article 14, disobeying a law-enforcement officer: 2 years.
Other servers may number and price articles differently, so check your own server's board.

How to pay a fine
The official knowledge base (driving license article) says you pay at an ATM (банкомат): press the interaction button, choose «Оплата штрафов», then «Оплата всех штрафов». With unpaid fines you cannot enter the driving school; 3 or more fines unpaid for 24 hours cost you your licence, and 10 fines remove it immediately. VIP cuts fine costs by 25%, 50% or 75% (Silver, Gold, Platinum). More in /guides/driving-school.

How to file a complaint (жалоба) or appeal a punishment
In game, /report lets you report a player by ID and violation; reports in Caps Lock, transliteration or offtop get Report Mute 30 (rule 3.12).
On the forum (account required), open your server's board, then «Жалобы» → «Жалобы на игроков», and create a thread. From «Правила подачи жалоб на игроков»:
- Title: "Nick_Name | Суть жалобы", for example "Bruce_Banner | nRP Drive".
- Body: your Nick_Name, the player's Nick_Name, what happened, evidence.
- File within 72 hours; only a participant may file.
- Upload unedited evidence to a photo or video host, not VK. Without /time it may be rejected; nRP scams, DB and return DM need video.
- Review takes 2 working days.
To contest your own punishment, post in «Обжалование наказаний» with the admin's nickname and the reason in the title; review takes up to 72 hours. Appeals for selling game currency, cheats, account sales or deceiving admins are not considered.

FAQ
Where are the Black Russia server rules?
On the official forum under «Правила серверов» → «Общие правила серверов», mirrored in the official knowledge base. The forum thread is the reference version.
What happens after 3 warns?
The account is automatically blocked for 10 days. Each warn also dismisses you from your faction and blocks joining any faction for 10 days.
Can I be banned for buying virts?
Yes. Rule 2.28 gives a PermBan with account reset and a project blacklist. Only purchases through the official site are allowed.
Where do I find КоАП and УК for my server?
In your server's forum board. On RED both codes are pinned in the УМВД section and again in the ГИБДД section.
